Home and Community-Based Services (HCBS) Waivers for Aged and/or Physically Disabled Adults
Alabama has one home- and community-based services waiver called the Homebound Waiver. The Homebound Waiver is a smaller program (serving less than 500 people) for individuals aged 18 and over with severe and chronic physical disabilities, who require the nursing facility level of care. This waiver offers a broad array of services including case management, personal care, medical services, and personal assistance services.

Home and Community-Based Services (HCBS) Waivers for MR/DD Adults
Alabama has two home- and community-based services waivers serving the MR/DD population at the ICF/MR level of care. The first waiver serves a large (over 5,001) number of individuals. This waiver offers a wide range of services including personal care, respite care, and companion services. Alabama's Living at Home Waiver was approved October 1, 2002, and serves the MR/DD populations who are age 3 and above. This waiver offers an array of services including personal care, personal care transportation, respite care, and residential habilitation (in-home).

Nursing Assistant Registry and Certified Nursing Assistant Training
The Alabama Department of Health has contracted with Assessment Systems, Inc. (ASI) to administer the Competency exam for certification and placement on the Alabama Nurse Aide Registry. Please visit their web site for an application and information on test dates. To be eligible for the Registry, candidates must have completed a nurse aide training course approved by the Alabama Department of Health's Division of Provider Services within the last twenty-four months. Call the Alabama Department of Health's Division of Provider Services at (334) 206-5175 for a list of approved training courses. The Nurse Aide Registry is maintained by the Alabama Department of Public Health, which can be reached at (334) 206-5169.
The examination process consists of two parts, the Skills Evaluation and the Written (or Oral) Exam, which are administered on the same day. A candidate must pass both parts in order to be certified and listed on the Alabama Nurse Aide Registry. Nursing Home Staffing Rates
No additional state minimum staffing requirement. Follows federal rule.
The federal requirement for nursing home Staffing Rates: Nursing facility is required to use the services of a registered nurse 8 consecutive hours a day, 7 days a week.
