Consumers' experience in the Massachusetts Personal Care Attendant program

Abstract

This report presents survey data pertaining to Massachusetts's state-run Personal Care Attendant (PCA) program. It shows that consumers of the PCA program appreciate it for improving their quality of live, helping them perform activities of daily living (ADLs), and allowing them to live independently. There are several common criticisms about the program, however. The most frequently complaint is that PCAs are paid low wages and given inadequate benefits.
