The National Clearinghouse on the Direct Care Workforce is a project of the Paraprofessional Healthcare Institute (PHI), a nonprofit organization based in the South Bronx, New York. PHI works to strengthen the direct-care workforce within our nation’s long-term care system through developing innovative approaches to recruitment, training, and supervision; client-centered caregiving practices; and effective public policy. PHI’s work is guided by the belief that creating quality jobs for direct-care workers is essential to providing high-quality, cost-effective services to long-term care consumers.


Founded in November 1998, The Direct Care Alliance (DCA) seeks to improve the quality of care for consumers through the creation of higher quality jobs and working conditions for direct-care paraprofessional workers. The DCA promotes recognition that direct-care paraprofessionals are the foundation of good care, particularly for long-term care clients.

The Center for Personal Assistance Services provides research, training, dissemination and technical assistance on issues of personal assistance services (PAS) in the United States.

The National Institute on Disability and Rehabilitation Research (NIDRR) provides leadership and support for a comprehensive program of research related to the rehabilitation of individuals with disabilities. All of its programmatic efforts are aimed at improving the lives of individuals with disabilities from birth through adulthood.
